I think that what you are looking for is rather ways to make Windows work better. A cpu is set to the speed it was manufactured for though you can overclock.

As to making Windows run faster:

The more RAM the better;

Turn off unnecessary Services from starting at startup;

Two separate hard drives with the swap and page file on the second drive;

RAID configuration can also speed up program repsonse;

Getting rid of “bloatware” such as Norton’s, McAffee, Quicktime and others and substituting programs that use less resources;

Using an alternative browser instead of IE which takes up a lot of resources. Mozilla and Opera and good though currently Safari (in beta) is having memory issues.

Running as few programs at once and closing them when you are finished.

Another thing that you can do is to use an OS that does not require as much power to run. The specs for Win 2000 are lower than for XP so 2000 should run faster than XP on the same configured machine. If you do not need all of the bells and whistles in the latest MS system this may be a good way to go until support for the old OS ends.

Along the same lines, I would think that most Linux systems would be faster for the same tasks since in general they require lower minimum requirements. I have not seen a comparison on this but it does make sense though you might be comparing apples to oranges.
